New York State of Health (NYSOH) last week released 2018 county-level data showing wide county variation in Essential Plan (EP) and Qualified Health Plan (QHP) enrollment growth. EP Enrollment grew by more than 11% statewide in 2018 over 2017, while QHP enrollment grew by 4.2%. Ten counties-including Richmond (Staten Island), Nassau, Rockland, Onondaga, and Niagara-experienced EP increases of more than 15% and 10 other counties (including Manhattan) showed a drop in QHP enrollment. Combined EP/QHP enrollment grew by 8.8% statewide, with only four upstate counties experiencing combined enrollment decreases. New York City EP/QHP enrollment grew by 9.1%, with Staten Island experiencing the most growth (12.4%), followed by Queens (11.2%) and the Bronx (9.8%). Enrollment growth fell below the statewide average in Brooklyn (8.3%) and Manhattan (3.8%).
